
Geoeconomics and Indispensability: Industrial Policy v. 2.0
Japan is pushing a new industrial policy agenda to reduce vulnerabilities and build indispensability, with measures ranging from a new Economic Security Promotion Act and major investments in semiconductor technologies to negotiations to secure critical minerals and a growing list of industries targeted for support. These policies have given rise to concerns about fiscal costs, the proper role of the state, economic openness, and emerging civil society and political concerns.
